Demolishing in a Raleigh Historic District: What the RHDC Process Means
October 2, 2026 | 6 min read
Raleigh has well-known historic neighborhoods, and buying a house in one does not automatically mean you face local review. Which rule applies depends on how the property is designated. This article explains the general idea and is not legal advice.
Local, national and landmark designations
- Local historic overlay districts: Properties within these districts fall under the Raleigh Historic Development Commission, known as RHDC, for exterior changes and demolition.
- Raleigh Historic Landmarks: Individually designated properties are also subject to RHDC review.
- National Register districts: Being listed on the National Register of Historic Places recognises a neighborhood, but by itself it generally does not trigger local demolition review.
Certificate of Appropriateness
In a local district or on a landmark, demolition generally requires a Certificate of Appropriateness before the City will issue the permit. These are typically reviewed at a public hearing of the commission's committee. Ask RHDC staff which application type and what supporting materials your property needs.
The delay period
North Carolina law generally does not let a local commission permanently deny demolition, but it does let the commission delay the effective date of a demolition certificate for a set maximum period, with provisions that can shorten or waive it. How that works for your property is a question for RHDC and your attorney, and it should be settled before you set a closing, financing or construction date.
Planning around it
- Confirm designation before you buy or schedule anything.
- Ask whether a partial demolition or removal of an addition would also need review.
- Consider salvage, since reusable materials can be part of a negotiated outcome.
- Keep the asbestos, utility and permit steps moving in parallel where allowed.
